This is most certainly not true. Customs will seize high-powered portable lasers upon import (if they find it), and any company which sells one to you domestically is in violation of the CCPSA and they can be subject to fines or imprisonment.

You are incorrect. The Act specifies that nobody may make available to the public a hazardous device of any kind. Therefore, if you build one, as a hobbyist, and sell it or give it away, you are in violation of the Act.

Since this is outside of the scope of our business I haven't looked into this. I would suggest that you ask Health Canada directly, as this does seem to be in a grey area.

The regulations pertain to consumer product safety, not possession, so if you build it yourself and never give it to anybody else then the regulations cannot apply to you.
