Well your just taking the light outside and focusing it to a dot with a lens, same concept with a diode, scattered light into collimated focused light.

Yeah it is blurry, from here it looks like you shorted the end two to give you 108-420mA adjustment.

They aren't going to confiscate your laser, 99.7% of contraband lasers get through no problem :D It's to much work to check them all.

Mine is set at 200mA, and has been running fine on 1min on 1min off approx. 5 hours runtime, Like jay said, "What heatsink are you using" that could be the problem. Or at least the most obvious one.
