    Get a hobby charger* and check their capacity with a charge/discharge cycle. I've checked hundreds of salvaged 18650s, some are 600mAh, some are 2400mAh, personally I keep anything over 1800mAh and send the rest for recycling. *and some magnets to stick onto the terminals and grip with croc clips

    There is no need to cycle them, and no harm in recharging after a partial discharge. Just avoid heat and deep discharge and they will be fine.

    Correct me if I'm wrong but he's looking at a phone screen while pointing the laser into the camera via a reflection? While ridiculously stupid because of the proximity to his face, the risk is his outlook and any damage will be to his eyes alone. I'm all for people making their own judgement...
