So many bad things can come of this. Any person using it can commit malicious acts without being caught, I don't know, pointing it down an airport runway? pointing in to someones window? a public event? Then run away and safely use it with no risk of being caught.

Won't happen, 1mW's are too common & prevalant to ban, lecturers/architects/kids have them. They might restrict sale/distribution, but other than that it seems far-fetched.

the IR from >50mW lasers is usually quite small, you should be fine if you take basic safety precautions
i am not familiar with DL glasses, but if you plan on using 1w blue, you should invest in additional eye wear specifically for it from a more reliable source

from past reading, I believe <10mW is the strength of directly looking at the sun

I take it you've asked the therapist? If this is their professional opinion, they should be able to tell you where you can buy one.
