Ive got a few Torches that strobe when low battery. It is built into the driver... My Fenix T1 has to twist for high/low. On low it has to be very dead to get the pulse but on high it starts to flicker then strobe when the batteries get low. I bet yours is the same idea on the low battery...

I wonder if its not making contact since the heads on most ultrafire's have the pos nipple that is not really sticking out on the panisonic cells try some of these on the + terminal. Neodymium Magnets disk 2/10" dia. x 1/16" thick K&J can be expensive but I got mine quick.
