I think it needing a clear coat depends mainly on how much you mixed with the powder. If the mix is really thick then a clear coat is a good idea, it dries clear so more coats cant hurt.
Yeah, so far I've found good stuff at both walgreens and o'reilly auto parts. Both of their web sites show local availability. At O'reilly I had to buy a kit that was almost $20.

You would have to rely on your ability to use just enough focus to get the job done. Too little or too much, and you're right back in the same position of either blinding them or not stopping them.
I'm sure a lot would depend on where you live, but I think you would have trouble getting away with blinding an intruder, as opposed to killing them.
For example.. If you hit them over the head with something heavy to subdue them, but accidently kill/blind them, that sort of accident can...

I mix up a thick paste from a healthy dose of the powder with a small amount of "Fix It! PRO" which is "UV-sunlight activated".
It's a car paint scratch remover that wont dry until I hit it once or twice with my 405, then it dries in seconds. If I make a mistake I just don't dry...
Thanks Kart, I was hoping I wouldn't over do it. Now I've got the bug and can't wait for more materials to do some of the other lasers I have sitting around.

A while ago, I picked up a few of these kits from Addonex - http://laserpointerforums.com/f39/blu-ray-405nm-uv-fluorescence-glow-kit-back-stock-75183.html#post1085462 - and used some of the powder to color-in my old G1 Arctic. It needs to be cleaned up a little and I'm waiting on more materials...
