Hello, I am planning to buy a JetLasers PL-E Mini 520nm 1W, but I'm afraid of it getting stuck in customs, and having to pay fees. I live in Portugal. How often does that happen?
On the JetLasers website it says "There always no extra customs fees.", but then they say the customer is fully responsible if there are fees. Kind of contradictory.

Maybe it is best for your peace of mind and Customs duty fee fears, that you to never buy anything outside of Portugal for shipment to you in Portugal? Who knows? Nobody can answer that but you.?

JetLasers means, there are always no Customs fees charged by JetLasers--just the price + shipping charges.
In the event there are Customs Duties it is your responsibility to pay any Duty which is no different than when your other lasers or anything else shipped to you from beyod Portugal's boarders.
JetLasers web site says: "The recipient of an international shipment may be subject to such import taxes, customs duties and fees, which are levied once a shipment reaches the recipient's country. Additional charges for customs clearance must be fulfilled by the recipient; JETLASERS has no control over these charges, nor can JETLASERS predict what they may be. The recipient is the importer of record and must comply with all laws and regulations of the destination country. Orders shipped outside of China may be subject to import taxes, customs duties and fees levied by the destination country."
JetLasers explains what they said in full detail on the web site.

Do you actually imagine anyone on an internet forum can speak for Portugal Customs for that matter any Countries Customs service/agency much less what they do or don't do, stop or don't stop, or how often in the real world?
If you want to avoid any remote possibility of Portugal Customs having the potential of beng involved in any way, then never buy anything sent to an address in Portugal from outside Portugal.

JetLasers ships via DHL or FedEX shipping agent. Both services clear the package with Customs and deliver it to your door.
Any troubles are a very remote possibility at best, if that means anything to you.

I sort of figured that out meanwhile. I just wanted to know people's experiences to see how likely it is for customs to seize the laser or charge fees. Your last paragraph is the answer to my question. If that's how it is, I'll probably get it. Also, do they declare it as costing 20$, like they tell you to do when returning? Would that make a difference in terms of fees?

Update: I ordered it a few days ago, now I recieved a phone call from a Fedex agent asking for my email and fiscal identification number. I recieved an email from Fedex right after to send the order confirmation and proof of payment, where it says it's a 1W laser. Now there is a good chance it will be seized by customs, and if it isn't, I'll have to pay quite a bit in taxes. I'm more worried about it being seized and me getting into legal trouble.

Unless its illegal to buy high-powered lasers you're fine. When I buy my components from shinier sellers I usually have to pay a 10% or so duty tax on top

I thought that was illegal everywhere. Turns out the agent said it hasn't reached my country yet, and it says on tracking it just left Guangzhou.
