The obelisk was built to commemorate an anniversary of the city.  It is a standard looking obelisk.  The "condom" was placed over it to commemorate "International AIDS Awareness Day".  It has also been "dressed" to look like a pencil for some pencil anniversary.

My Social Studies teacher and her daughter went to Spain, they had a great time. They said that they were able to walk the streets at night and feel safe because there is little to no crime. Me? I like spanish food... Mmmmm, paella.  ;D
