I am looking for an Igor-made Blu-Ray laser that uses a single CR123 cell.

Also, if you don't have to have one made by him, o-like has a 400mW 12x blu-ray laser (link in my sig) for a little over $100. Otherwise, good luck in finding what you want.
If you don't mind building one, Eghemus sells nice hosts; Jayrob, Qumefox, and Aixiz have good lenses; and O-like sells 12x sleds pretty cheap.
