*if* your laser could draw more current then those batteries could supply, then yes better batteries with a higher current output could increase its output power. This is almost certainly not the case though. I would still highly recommend getting good quality batteries though, those cheap trustfire, ultrafire, whatever-fire batteries have a bit of a record for actually causing fires. Handy tip, if you have any vape stores nearby, most of them sell 18650 cells for use in vaping devices, but they'd work excellently in a laser too. LG, Samsung, and EFest are whats available around where I live, typically they go for 8-12$ per battery. Oh, and those stores probably also sell decent quality chargers too.

I would also look into some laser safety glasses from a reputable source, the glasses included in a lot of lasers off places like ebay can be severely inadequate. Protect your eyes!
