Unexpected few problems with driver

So i was making test of my LM317 driver and i got 2 problems on test.
One is that potenciometer doesn't work i spin it but no change in resistance.
Second is that when i hooked up my LED the amps were only 4 mA and for that by calculations i need about 300 ohms.


What could be the problem?
Short circuit?
Missed connections?

NVM Just lock this.
i am going to try using old CD
drill some holes and put diodes,chips and resistors in it.
