True 10 mw with IR filter safe without Goggles ?

IF I had a verified NON overspec 10 mw green made with an IR filter, would this be safe for careful home use without goggles OR would it actually have to be 5 mw, then I might not see the beam.

IF I have to wear goggles anyway, might as well get a more powerful one but don't think I could use it outside much at night, where a 10 milliwatt one would be less visible at night to others- I think a powerful visible beam in Florida would just alarm too many people...........

I think you would be fine without goggles If you are careful not to point it at any thing close range. I would say like 3-5 feet is the limit you can damage your eyes with a power so low like that. I must warn you that I can only kinda see my 15 mw green lasers beam at night and a 10mw probably won't be that impressive.
