This is my LED mood lamp using a RGB Star emitter. ;D It has a micro controller that times the switching of transistors that regulates the current flow to each LED in the emitter. The result is a cycling full spectrum of really bright light. It takes about 30 seconds to cycle through all the colors.

can u provide the final cost?

In the end it was only like $25. Most of the parts with the exception of the PIC and the LED were from Radio Shack; they are expensive. Most likely you may have what you need in your parts bin. Actually what was expensive was the serial programmer that you hook up to the computer to upload the software to the micro-controller. This was my first software run project. Therefor programming it was the hardest part. The instructions tell you how to do it but it's kinda vague. The first couple of times I programmed it, it didn't work. But programming the PIC wrong and trying it wont break it.

If you have a programmer and some general purpose transistors and resistors lying around then you're good, it shouldn't be too much. ;D

This is what I bought
