Suitable Rangefinder to build a laser scanner for detection/distance measurement

Hi,

I am new to laser technology, but have to build a laser scanner that can detect a moving target (like a vehicle) in my field of view. I cannot buy a scanner like the SICK LMSxx coz its too expensive and moreover I do not need such high accuracy. The range I require is about 80m, but the key is the response time. which should be as low as possible (~10ms or less), because the target is moving and I'd like to track its movement. The final distance measurement need not be very accurate, but detection and tracking is important. Do you know of a suitable rangefinder in the market that I could use?

The rest of the scanner - mirrors/motors, I can take care of.
