Stronger than average- but doesn't need glasses?

Hi all,

I'm a laser noob with a few questions. I'm not sure If I will get one or not.

I was wondering though- what would be a safe power level for a laser to be carefully used without glasses outdoors? I'm wondering if there's something stronger than what you would buy at a pet store but not strong enough to need glasses? And would a particular color be safer than another?

In USA 5 mW or less is considered eyesafe however even 5mW can damage your eyes under certain conditions-indoors or outdoors makes no difference. Output power is output power regardless of "color"/wavelength.
