Specular (glossy) reflections can reflect a large proportion (40%?) of the total light - and anything over 5mW theoretically could damage your eyes more quickly than the blink reflex protects you. In practice it's fine, but you should always err on the side of caution. Both will ship to the UK. As for beam visibility, it depends on what's in the air and light pollution, but you should be OK for beam visibility.
