Its the collimating lens. Remove that and you will have a flashlight.

Actually no that's the expander lens.

If you remove that, the focus of the laser will totally change and will be unusable.

This piece of optics expands the beam before it hits the final collimator lens so the focus is correct, and collimator lens is not too far (and doesn't have too far focal point).
