rechargeable a23 batteries and laser

I have a weapon mounted led laser combo and was wondering if I could use 2 RCR123 batteries 3.0 V to power it. I know the led will be fine, but what about the laser. The laser is 5mW 650 5nm class 111a

well, your reading it wrong.

its 650nm class IIIa (as in class 3a)

we would have to know more about the laser and the driver.
