I was wondering, is there any risk of a laser going through clouds or fog and hitting planes when pointing it at the sky?

I was wondering, is there any risk of a laser going through clouds or fog and hitting planes when pointing it at the sky?

By the time the beam actually reaches the plane through the fog it will be incredibly scattered and totally harmless. To them it would look like a dim green light in the distance if they even see it at all.
