The second one, IMHO.

I have this laser, and I am very satisfied with it. It's a great burner, I managed to burn a match 10 foot distance.

I don't know how is the first one, I assume it pops balloons and lights match instantly as O-like say, but for a 9$ price difference I would go for the second one that is more powerful.
