I am new to lasers but have been interested in purchasing one for many years. However I have a couple questions that I haven't been able to find answers to.

1) Is it possible to have a laser that is powerful enough to burn matches/melt tape etc at close range but is low enough power to be safe(ish) to use without safety goggles?
I am talking about reflected light, obviously if you shine it in your eye you will have major damage

2) Is there any difference in performance of lasers depending on colour?

2. Lower nm numbers burn better, watt for watt.
3. Bonus question: green is brighter watt for watt.

When you get your laser, make sure that you get the proper safety goggles for it. A laser that has enough power to burn, cut tape, and light matches is also powerful enough to blind or cause serious eye damage. You absolutely need the goggles at these power levels, for yourself, and any spectators.
 
Well for diffusion reflection, lasers around 200mW are safe and can do all the things. Still you would be surprised how easy it is for accidents to happen, and either direct beam or reflection strong enough will hit your eyes. As for burning, you also want to watch from close.
