Model 960 Not turning On

Hello experts,
I've received a Model 960 laser (100mw 520nm) from laserpointerstore,
- added two batteries 18650
- unlocked by provided key
- pressed the button

..and nothing happens. Obviously I tried to change the lock position, reassemble yet still nothing. Do you know whether for this model there are some steps to take to turn it on or its likely this is defective unit? Any suggestions appreciated
