If I shined a 5mW laser through a magnifying glass, could I burn stuff with it?

From what I read, No. I think the lowest you can go is 30mW aided to get smoke or burn.

Well, my modded leadlight (probably something like 15mW) can pop baloons instantly, smoke leather, and etch and smoke black plastic, all with a lens of course.

Not necessary. There some 15mw or 20mw that can burn things. Depends what model you talking about, and what company you brought it from. I read some post from a couple of people that say there 15mw can pop balloons.
