Ah that explains it. I was wondering how the voltage dropped with the driver connected without an LED. I thought you were measuring it open circuit.

12V is enough for two LEDs in series with that linear driver.

zeebit, I bought some of that cheap stuff, and it works remarkably well. I used it to fasten a string of cheap 3W LED stars to an aluminum bar, and as you can see here, there is virtually no drop in temp between the star and the bar:

However, it takes a long time to harden - A day or three to be safe. It can also be broken relatively easily. So don't poke at them too ferociously after the plaster is set.
