laser driver problems!

So i built a driver using-a 25 ohm pot, lm317 adjustable voltage regulator, Bread board, 2x 10 ohm resistors, IN4001 diode, 35 volt 47uf capacitator. But when i measure the voltage, it gives me up to 7.70+ volts!! Im planning to put a 803T 405 NM Blu ray. Sorry about the blurry pics, i took them using my cellphone.


Measuring plain voltage without the dummyload. The DMM measures "7.92" V With the pot being turned to to show 123.5 MA

Heres MA voltage going through just the driver. I turned the pot until i got"123.5" MA

I decided to add this picture, this is the pot being turned at max resistance with the dummy load.
THE POT BEING AT MAX RESISTANCE. The DMM measures "5.0"MA

The only problem is the voltage going though the driver. It pumps out 7.92 volts.

Please help me!
