Is that true that infared lasers are the best for burning ?

If you want a burning laser a co2 laser is what you want. As far as handheld most lasers are from 400-1000nm and the shorter the wavelength the better.
 
I would say the opposite end of the spectrum from IR.
405nm burns the best in handhelds in my experience.
 
I have some IR handhelds. My 2W 808nm and my 4W 960nm will not do anything to white paper or white foam for making RC planes, unless the IR beam finds a dirt speck. My 6x bluray at 310mW burns white paper instantly. The best IR burning laser for the money would be a CO2 setup. The tubes and power supplies are common on ebay. For a handheld burning laser, a 12x bluray is a good bet. So is a powerful 445nm like an M140 or 9mm.

Sorry for thread jacking but does IR reflect? Because in school we have a IR laser cutter in the tech department, and the laser doesnt seem to have any protection other than a clear plastic lid. The IR cuts through acrylic, which seems really shiny, so does it reflect?

A clear plastic lid is fine for CO2 laser cutters. A lot of material won't reflect it & that clear lid is opaque to the beam. It would have to cut through to get out.
