Quick, cheap and inexpensive? IR? Lasers? These don't go together... ;D
... wait... inexpensive = cheap, right? :
Easiest way... Webcam with IR filter removed + black part of a developed film (multiple layers is better) + computer + laser... then you'll SEE the IR... no measurement though
