So I purchased a 25mmx25mm glass IR filter from laserlands via eBay on June 7th, 2013. Estimated delivery date was 6/17 to 6/22. The filter was shipped on June 8th from Wuhan, China and arrived to Illinois, USA on 6/15. Very nice shipping 10/10
It used China Post/USPS, and was wrapped snugly in a small ziplock bag surrounded by bubble wrap, which was encased in a bubblewrapped envelope. Good packaging, they also included a note to contact them with any issues, and a whole bunch of different contact options. A bit of the message was cut off on the right margin, and their English isn't exactly fluent, but it gets the message across. 8/10
The filter itself is in great condition, no scratches on the glass. It's a bit dirty but not bad overall  9/10
So yet another positive review for laserlands.net, a tad on the pricey side ($8.50+ free shipping) but overall a very smooth transaction and a good seller. Thanks laserlands.net! Overall rating: 9/10
EDIT: Quick IR test... I used my WL 808nm Evo Pro, measured around 300mW at the time of testing (today). The LPM didn't even read 1mW with the lens in place... so all seems good
