How do I build a Class 2 red laser pointer?

I am doing a project in school with a scientific approach. I decided that I want to build a laser pointer. Please can you describe the process of building a Class 2 laser pointer with an effect with lesser that 1 mW. PS. Is it possible to build it with a budget of 60 dollars?
