is it okay to just put a heatsink around the axis housing or is it better to put something around the ld pot inside

The Aixiz housing is brass and conducts heat quite well.
You can do just fine putting a heatsink around the module, just use some thermal grease and have a snug fit.

dose the ld need thermal greese on it when inserted into the axis housing or is it ok to just put it in the housing on its own

Since it's such a tight fit that it has to be pressed in with a vise or such, you wouldn't really get much benefit from thermal grease there, unless somehow the parts have been severly dinged-up so there are gaps.
