I wanna buy a WL arctic and For some reason my browser sticks and won't scroll down at the "Laser Hazard Acknowledgment"

Not a problem,
Just use the tab button right after you click the last checkmark.
By tabbing it once... it should be highlighted at the bottom of your browser "http://www.wickedlasers.com/laser-tech/blue_light_hazard.html".
Tab it once more to get it onto the "Agree and Purchase" button (which doesn't appear).
Then press 'enter' to hit the button.

That should solve the problem.

You have to zoom out. In firefox it's Ctrl and scroll wheel on mouse/scroll section on trackpad. Don't know how to do it in other browsers.
