CR123 100ma?

hey all,
I recently bought a 1W 445nm Blue laser diode, the driver and barrel and all the goodies to put the thing together. However, i am using two CR123 Li batteries, and when i test the driver with the dummy load, im only getting 100ma when i measure across the resistor, but when i use the circuit im getting 4v across the diode and it is extrememly bright, but not buring unless left on something for about 10 seconds. i am using 4 1N5404 diodes and 2 1N5400 diodes, and a 10W resistor as the dummy load. can anyone help me?
 





What is the tolerance on your resistor? Did you check the actual resistance of the resistor? Some can be off as much as 10%.
 
It is a 5%. And as far as measuring it. My meter says 1.0. So its not very accurate? I ordered a 18659 battery the other day,do you thing that will affect it at all or do you think its the driver?
 
It should be accurate if you're measuring it at 1.0 ohms.

What kind of driver are you using?
