Hehe.. i bet they wont. You could probably set their pants literally on fire with that laser ;)

For a more economical solution: Get 5 foot of PVC electrical pipe, a bag of marbles that fit in it nicely, take a good breath, and rerturn fire.
 
Not from your rooftop you won't. They would however feel a strong sensation of heat a foot or so in diameter. CO2 lasers have a divergence of at least 5mRad
 
meh just focus / collimate to be a 3mm beam with minimal divergance ( yes i know ir is hard to focus but im talkin if i had lotza monies)

Monies doesn't mattaz. If you had a 3mm beam from a CO2 laser, all the money in the world would still only afford you a bare minimum of 4.5mRads of divergence.
 
I wouldn't play with the beam more than you absolutely have to. Firstly, it's extremely high power invisible radiation. Secondly, Materials which will pass this wavelength are many many times more expensive than their glass counterparts. Additionally, a Zinc Selenide lens isn't something you can just take out of a pair of old binoculars.
 
for 3 grand that is crap. you can do way better.

build you own co2 or copper vapor or buy surplus medical equipment like a laserscope and have ~50 watts of 532 and still be in the 2-3K ballpark if you play your cards right and have WAY better equipment.
