There are cheap laser power meters available for under $100, but none of them can do up to 10W.

Can you link me to a reliable cheap laser power meter (regardless of maximum measurement capabilities)? Also, where may I find a reliable one that measures up to 7,000mw?

No problem!

Those are both cheap hobbyist LPMs, they do the job for most of us, for a reasonable price.

Try eBay, you might find a used commercial/professional LPM that does 10-20W for not much more than those ones cost new. More risk that way though. Is it calibrated? Does it work? Is it in good condition? Is the coating on the sensor burnt?
