'm going to buy a driver for a blue laser- i find it cheap- have you tried it yet and is it stable - if it does not-can i build a 1.6w 445 nm diode with lm 350 Is it

Don't use cheap drivers. They're a great risk to your diode.

The driver you linked to is a boost driver with soft start and should be able to run an M140 diode at 1.6 watts or similar diode at around that power. It isn't a cheap driver as Chinese drivers go. You can only use a single Li-ion battery with this driver. I tend to use buck drivers for these diodes with two Li-ion batteries.
