Can't seem to post a picture

Here is an attempt to post a 15K gif file using Attach-


When I preview it I get the message -
NOTICE: If you had an attachment in your post, you will need to reselect the attachment again in the browse box for security reasons.

I reselect and preview again -
NOTICE: If you had an attachment in your post, you will need to reselect the attachment again in the browse box for security reasons.

How in the world do you put an in-line photo in here?! What am I missing?
