"An arc generator will use high-intensity laser pulses to excite and heat air molecules in the space between the vehicle and the blast site. It then introduces an electric arc that travels along the electrically conductive path produced by the laser.

All that energy directed into empty space produces a bubble called a laser-induced plasma channel (LIPC). This plasma will absorb and deflect much of the incoming energy from the shock wave, thus leaving the vehicle in much better shape than it otherwise would have been."

Similar in principle to explosive reactive armor, except this can be used multiple times. Reactive armor panels need to be replaced once used.

Anything new or any new developments on it since the 2015 article you linked and when the US Pat. was promoted and several articles appeared?

Boeing is a huge employer in the Seattle/Tacoma area. They have a huge installation just south of Seattle with their own airport and many tens of thousands of employees. I find the hype of the "star wars" force field a bit over the top. This was likely just an afterthought of some other project they were working on.

Does the force-field protect against incoming planes? Is it bouncy?
