Banned from Laserchat?

I just got this message on Laserchat after having been able to access it fine for weeks:

Closing Link: rocketparrotlet[widget.mibbit.com] (Too many connections from your IP)

What's that supposed to mean?

Means lots of people use the same internet provider as you do and thus have similar enough IP's to trip a ban

Or the internet hates you.

It's working again today.

I don't have any other laser enthusiasts in my area (that I know of), so I wonder why that happened.
