5mW Lyra Green vs Novalasers X-15 Green laser.

I am deciding between these two lasers, and I'm leaning towards the Nova with its more powerful output but I'm worried about accidentally hurting myself or others. Are goggles necessary for outputs above 15mW?
And will the beam be a bit visible with the 5mW Lyra?
I am fine with other choices, and money is not a factor.

The beam of the lyra will be a bit visible in the dark
the output of X-15 is actually 20mW, it's not that power you need glasses for but you should be careful

Thanks, are the Viper series from DragonLasers the same as the X-series from Nova? B/c Nova is out of X-15s right now.
