450nm <5mW laser safe to use as pointer?

I'm considering buying a low power blue laser for use as a pointer, but I've seen several posts here mentioning that blue light can be more dangerous than other colors. It seems like people are generally more interested in 1-3W range lasers, so most of the documentation I've seen pertains to those. I haven't been able to find much on the safety of lower power blue lasers. Would a 450nm <5mW laser be safe to use in public as a pointer?

Any <5 mW laser is safe to use in public. Regardless of wavelength.
