While I'm aware that green lasers like a Hercules hold their focus at a longer range and blue diverges quickly, I was wondering at what range do these blue lasers - the 1-2W 445's become relatively safe?

additionally, I was wondering about whether it had more to do with diodes or the lens. Like is the violet 405 G 1 more divergent than an aixiz blue?

There are a number of factors to consider, when you say "relatively safe".

Check out laserpointersafety.com

There is a chart on there that does a good job of illustrating safety issues, although personally I find some of it to be up for debate.

Pro-Tip: Don't look into the laser no exceptions...

But I realize that's not the answer to your question.
Are you talking about a laser focused to infinity or unfocused?
