Generally speaking, anything white would be too reflective to safely point it on unless you were very far from it. Better safe than sorry!

Trees off in a distance (and make sure the beam terminates at the trees) would probably be safe as long as you were super careful when aiming.
 
If it was 1w then you wouldn't be able to look at the dot on anything. Snow is not a good idea since lighter colors reflect the most light while darker colors absorb more of the light, anything black or dark colored would be ok. I suggest that you wear the laser goggles while aiming the laser, to make sure you dont hit anything reflective by accident and when the laser is stable and cant roll or fall, take them off to admire the beam.

Shine it at snow on the ground, or in the air?

Personaly I wouldn't worry about shining it in the air while it is snowing...
