I think the kit I linked to contains the same diode/driver you linked to earlier. You would lower the power through the driver, but I'm not sure what the minimum mA it takes to make the 445nm's lase. PM Garoq (Gary) or contact him through the SL site.

No, but if it is truly <1mW, then you don't really need glasses. Just don't shine the beam into your eye for hours at a time. Most Chinese imports, even when labeled <1mW, are extremely over spec and could in fact require goggles.

I thought the non-rechargeable 123's were only 3.0V whereas the rechargeable 16340's and other similar rechargeables were 3.6 to 3.7V?

You'll still have to solder the correct wires together and install the module and heat sink in such a way that you don't twist the wires off the diode, driver or break you newly soldered joints.

Even if that is the case, I run my 445nm's in copper modules which means I remove them from the regular module and re-press them in copper. Not the most efficient I know, but at least I don't have to sloder leads to diode pins. I have not practiced enough for that yet, but I will at the end of...

No, not at all, but it will eventually come to that I think.
The .gov knows that not many people are, so they make "interpretations" from their cubes and just keep pushing.
