Yeah it seems that the lm317 works best with "battery voltages" like 7.4v. Also much less of a voltage spike at startup too.

They tend to warm up within a few mins of being indoors. If you try too soon it just has an IR dot or very weak green, kinda cool to watch it get brighter and brighter as it warms up.
