i built a co2 system a while ago. it is bulky, but the HV is quite easy to manage. if you're just doing wood/leather, i'd try one of thoe ~1W 405nm diodes and good heat sinking.

you will have no problems cutting 3mm plastic with a co2 laser. i recently built a 60W co2 laser cnc machine and it's plenty of power. just beware that cutting certain types of plastic releases toxic fumes.
