Did you test the driver dropout voltage for the current you need? You may have a problem if the two lithium batteries are too few to power the 405nm diode. Hard to say, you must test the driver this way :)

You can try to put the match in really dry place, like the oven. Maybe it is a bit wet. Depanding on the matches you can obtain different effects. But it also can be connected with the pointer power - it can be less than 100mW. I think that more voltage may help too, depanding on the driver...
