the lm317 does get hot quick, heak sinks for them can be brought from radio shack in T220 package, small or large.

Maybe try the Z-bolt h/s, close to the price, and much better.

Its not to hard to get high powered lasers into Australia. I have 3 WL pointers (100mW +), all made it through, and 'laser pointer" was on the custom declare form, lol. And the jaycar green, god that made me laugh, I brought one for the hell, a while ago. now I use the pen my phr build. :)
