To test your multimeters you could hook up a test load with your meter in series and given a known output from your PSU that should eliminate one of the variables.

Have you tried a different brand of match? I have a PHR 803 with an LM317 based driver running at around 110ma with 3x 10440's , it burns red head matches very easily although getting the match in just the right place can be tricky by hand! but certain brands of brown headed match just wont...

Due to redundancy i had the opportunity to clear all my debt (every cloud has a silver lining) :D i still use my credit card for purchases as i am protected if anything goes wrong so i guess technically i have some debt even though it is payed off on a monthly basis :) i chose the $0-$1000 option.
