That is not a very good guess.
Your price is low so it will sell regardless.
But people should know what their really getting.
It's likely this unit puts out around 50mW. Maybe 70 on a good day.

For astronomy I recommend a 50mW 532nm (green) laser.
After you've been outside in the dark for 20min, anything more powerful than that would probably ruin your night vision.
Red is harder to see so IMO it's not the best choice for astronomy (unless I had >500mW of it).

Their green pens are amazing, really tight divergence.

No, IR filters will not take the danger out of lasers. They just make them slightly less dangerous.
You don't need to worry about IR with the 445nm. It doesn't emit any.
A quick search here will find you lots of goggles. Make sure you get the right ones.

I use a single 10440 and a dummy cell in some of my pens just like Pyro suggested.
