I really don't think eBay really gives a squat on the exact power output. Just as long as you advertise it within specs so they don't get shut down due to selling illegal items. But I find it odd how it seems so inconsistent on what they allow. Once I failed to mention what the actual output...

I got my bleu running at 38mA also. And if you extrapolate the mW from tests other members have done at various mA currents then I'd say 38mA is about 8.2mW of bleu.

Yea, you can use a rechargeable battery. You'll just need a way to recharge it. You'll also need to make sure the rechargeable is not larger than the regular 9 volt, as some are just a few mm bigger. The beam is a little difficult seeing due to the color and frequency of the light. But when I...
